Proposed schemes
Before we can introduce changes to the highway, we normally have to advertise our intention to make the changes and give people the opportunity to tell us what they think about them. We are obliged to consider any feedback that we receive before making a final decision whether to still go ahead, with or without any changes.

Objections/Representations to a proposed Permanent Traffic Orders:
Any person may object or make representations (including any in support) to the making of an order by the date specified in the notice of proposal. By law, the objection/representation period must be at least 21 days from the date of the notice of proposals. However, the Council normally allow 28 days where possible. Objections or representations should clearly state the reasons or grounds for the submission. This must be sent in writing to the address specified in the notice.
Objections/Representations to Experimental Traffic Orders:
An Experimental Order allows the Council to trial changes on the highway before deciding whether to keep them permanently. The order can stay in place for up to 18 months while the effects of the changes are monitored and reviewed. For the first 6 months after the Experimental Order starts, or after any changes to the existing order are made to it, any person may object or make representations (including any in support) to the order. This must be sent in writing to the address specified in the notice. The order can be varied or suspended. After the order has been in force for at least 6 months, the Council may decide whether the experimental arrangements should be made permanent, remain in force for the remainder of the experimental period for further monitoring, or be revoked or abandoned.

Consultations
Sometimes, before we get to the stage of advertising changes, we carry out a consultation so that we can gauge public opinion about a possible scheme and the best options for it, before deciding whether or not to develop it any further. This may also apply to changes to our policies relating to the highway.
