Driving licences
Headteachers and managers must check that all minibus drivers hold a valid licence.
Check licences every 6 months and keep a record.
UK nationals
Visit
EU licence holders
Can drive in the UK until age 70 or for 3 years after becoming resident – whichever is longer.
Vocational licence holders (Categories C and D) must register with DVLA.
Non-EU licence holders
Can drive in the UK for 12 months. After that, they must apply for a UK provisional licence and pass a UK driving test.
Encourage staff to exchange their licence early.
They may only drive vehicles with 8 seats or fewer.
All non-UK drivers should receive extra training.
Driver assessment training
Drivers of insured minibuses must complete a formal driving assessment every 4 years.
The standard is the Minibus Driver Awareness Scheme (MiDAS).
Successful drivers receive a certificate valid for 4 years.

Insurance
Check with your insurer that:
- your school is listed on the 中国P站 policy
- the policy is active
- new vehicles are registered
- hired vehicles are insured
- drivers have the correct licence and experience
- you understand any limits if drivers have penalty points
Permits and vehicle excise licence
Each minibus must:
- display a valid vehicle excise licence
- have a section 19 permit to operate legally as a non-profit service with more than 8 passenger seats
Minibus maintenance
Daily checks
Inspect the minibus before use each day.
Record checks in a report book.
Fix any issues before driving.
Defect reporting
Drivers must report any faults in writing after each journey.
Have a system in place to act on these reports.
Regular servicing
Minibuses must be inspected and maintained by qualified technicians.
Set up a planned maintenance schedule with a contractor.

Speed limiter fitment
Minibuses with more than 8 seats must be fitted with a speed limiter.
This restricts speed to 62 mph (100 kph).
Lower speed limits still apply.
